Zero Carbon Renovation Fund - Toolkit
- H.3232 An Act Establishing A Zero Carbon Renovation Fund is coming before the Joint Committee on Telecommunications, Utilities, and Energy (TUE). We must advocate either through written, virtual or in-person testimonies of support of the legislation. In order to help cultivate your comments to the Committee, here is a toolkit that includes the logistics of the hearings, key messages of the ZCRF, structure of comments, recommendations, and social media advocacy. Mass Save Reform
- S. 2103 (Sen. Creem) requires that Mass Save expand its services so that the energy assessment provided to building owners includes a plan to electrify all operations of the house - heating, hot water and cooking, and incorporate energy efficiency, renewable energy and energy storage into the plan. The plan may be carried out over a number of years and in different stages. The bill also provides for increased reporting from Mass Save on its progress.
- S. 2082 (Sen. Barrett) creates a new board to manage Mass Save and appoint an executive director. This system of governance would make Mass Save into a more centralized operation, directly responsible to the state government, replacing the current management system in which the private electric and gas companies, and a non-profit organization called Cape Light Compact (operating the electric Mass Save programs on Cape Cod) operate electric and gas conservation programs in their service territories.

- H.3691/S.2127 (Rep. Decker/Sen. Feeney) requires energy audits that will include report that estimates costs, savings, and
greenhouse gas reduction from implementing energy efficiency improvements and installing renewable energy systems. Schools located in environmental justice communities receive priority. Also creates a healthy and sustainable schools office and dedicates a budget to finance energy audits, and install energy efficiency upgrades/renewable energy systems.
